Subject: Why don't neutrons have temporary charge?

Temporary Van der Waal inter-molecular forces occur because of 
an unbalance in electrons.  Surely, if Neutrons are made of 
three quarks(down, down, up, I think) there should be some 
temporary unbalance sometimes which would cause a dipole.  Does 
this ever happen?
