Dear Marc,

I would say that the second universal solvent would be benzene. Things that aren't soluble in water are usually soluble in benzene. Benzene used to be used extensively in organic chemistry, but it's not used as much any more because it is a health hazard and difficult to get rid of. These days, the 2nd universal solvent might be acetone or an alcohol since they also disslove many of the same things as benzene, but aren't as hazardous. They are not as hydrophobic as benzene though.

That's a good question, I hope my answer could stimulate your thoughts.
