My 8 year old daughter asked this question.  I thought it had 
something to do with the wind carrying droplets 
and allowing them to grow.  Eventually they would be too heavy to
remain aloft.  This is analogous to why hail stones are larger in 
intense thunderstorms.  Am I correct?????
