It is, as far as has been observed, impossible to create energy from nothing, leaving aside Heisenbergs Uncertainty Principle for a moment. It is though possible to convert energy using static magnets. note that I say, convert and not create energy. All motors use the same basic principle, rotate a coil of wire rapped around soft iron core inside a magnetic field. This creates electricity that can power something. The reverse is also true, rotate the magnets and keep the wires stationary, electricity is generated. 

The point is that you have to rotate something , this requires energy input. So all we do is convert the energy of rotation and the magnetic field strength into electricity. The process can be made more efficient by wrapping the wires correctly and choosing high quality materials to improove electrical conductance. If you place the iron core and wires inside a field and do nothing to it, there is no electricity created.
