As far as I know, there aren't any materials which can be switched electically from non-polarizing to polarizing. There are however, tricks that you can play to accomplish that, such as using an electically controlled birefringent material (such as liquid crystals such as are in laptop computer screens) to split light of two polarizations apart into two beams, one of which you can then block to do much the same thing.
