I think the main reason (apart from the hype of the manufacturers) is to 
provide a lubricant for the skin. Without the lubricant, friction between 
the razor and the skin surface would increase the likelihood that the skin 
be trapped and cut by the razor. It also means that the razor can pass more 
smoothly over the skin surface, meaning that the hair is cut more closely 
to the surface (giving a smoother shave).
