What is the standard of cleanliness required when cleaning 
a liquid bulk storage tank. An example would be going from 
bulk storage of an industrial or commercial grade product 
(e.g., lube oil) to a food,pharmeceutical or other grade 
product (e.g., soy bean oil)? In other words "How clean is 
clean?"
