Subject: Explain link between Newton's 1st Law of Motion & frame of reference?

It seems to me that frame of reference would actually disprove
Newton's 1st Law of Motion because it states that objects that are
stationary remain stationary unless acted upon by an outside force -
However there is no such thing as a stationary object because
everything is always moving in the universe.
