There are several possibilities. 
Electrical intereference with the other appliances on the circuit.
Or
A strobe effect. A monitor screen is not a continuous picture but a series 
lines being "illuminated" by the electron. You can see this effect by 
moving your finger up and down before your eye at arms length while 
looking at the screen. If the toothbrush is disturbing your vision at a regular
frequency this might be sufficient to interfere with your veiwing the screen.
The digital clock is different although there may be a 60 cycle refresh rate.

If the blurring only occurs with the toothbrush in your mouth then the first 
possibility is eliminated.
