Yes. Galaxies form clusters, and smaller satellite
galaxies orbit large central galaxies in these arrangements.
The mass of the large central galaxy (plus all of its
"dark matter") provides the gravity, while the primordial
momentum of the satellite galaxy provides the centrifugal
force keeping it in orbit.
