It would. If you give it an big enough initial velocity its inertia would 
keep it moving and its kinetic energy would be converted into rotational 
energy...
When you play with an yo-yo you often give it some speed in the direction 
you want it to move. You can make it move more or less horizontally and 
even upwards.
