Subject: Desert rain

In the Dead Valley, mountains block the way of clouds. In Libya and 
Mauritania - I'm not sure about the rest of sahara - there seems to be 
no such boundary. Also, in deserts soil is warmer than water, and the 
wind should blow from the sea. What makes those two countries so arid?
