Unfortunately, if an electric shock is strong enough to feel, it is strong enough to be a safety hazard. Under most circumstances a small, battery-powered "shock box" won't hurt you. But if a person with a weak heart should hold the box incorrectly, the electric current path through the chest might stop their heart (cause fibrillation.) Or, a person with open wounds on their hands could receive far more current than someone with unbroken skin. Or, when a person grabs the box, their reaction might cause them to lose their balance, fall, and injure themselves. There are probably many other ways to hurt yourself too. While these might not be common occurrences, guess who will get in trouble if we publish plans for such a device!
