This answer to this question involves philosophy as much as anything.  I can think of one answer to cover all of them though.  Put yourself in a situation where you would be deprived of all water except a gallon or so.  That is a very limited resource.  For example, you are out in the middle of the ocean and you have a canteen of water.  Even though you have umteen trillions upon trillions of gallons of water around you, only that water in your canteen is of use to you.  That is a very limited resource.  Also, recently, NASA sent a satellite to the moon in hopes of finding water there.  Water is a very limited resource up there, as well as on the space shuttle.  I hope this answers your question!
