Try a mixture of corn starch, glycerin and water. Slowly heat the water with 
constant stirring until a thick paste forms. Spread this paste very thinly over 
a sheet of glass and let the water evaporate from it [overnight, at least]. 
Carefully peel the dried film off the glass plate. This sheet can be uded to 
make a water soluble bag.

You'll notice that I havent given you any exact formulas or recipes. A starting 
point could be 3 parts starch, one part glycerin combined with 4 parts of 
water...but that's only a starting point.
