I don't think you'll be able to find a definitive answer unless you can
establish contact with the shade of Humphrey Davy, who named chlorine in 1810
for its green color (chloros in Greek).

I presume the reasoning for choosing "Cl" was that "Ch" is too common a 
combination (notice, for example, that magnesium is "Mg" and manganese is
"Mn").
