Without a name, grade or school, it is difficult to decide on what level 
to answer this question.  The simple answer is "yes," the two forms of 
static are related to each other.  Analog electronic circuits have an 
inherent "noise" level due to their components.  Newer digital circuitry 
is able to eliminate many, but not all, of the causes of electronic 
"noise".  Both radio and television signals are subject to such static 
problems.
