As long as the bulb is within the circuit, it will emit light. The light is 
emitted due to the higher resistance of the filament compared to the 
current transporting wire, and batteries.  The resistance causes a buildup 
of heat in the filament which is realized as light.

I imagine they place the bulb at the positive (+) end out of convention.  
The "don't fix it if it isn't broke" philosophy.
