Hmmm... interesting question. I presume that you are thinking along the
lines of an industrial position in the paint industry or similar 
application.

I would have to say that I don't know of any specific chemistry programs
that deal exclusively in the "emulsion" field. A general chemistry course
with a strong emphasis on physical chemistry and organic chemistry would
probably be the best starting point. I suspect that the more specialized
knowledge will have to come in two forms: through subsequent training 
courses (speciality courses offered throught American Chemical Society 
or by industrial professionals) and through working with professors who
are interested in this area. 

If you are looking for a University with this sort of specialization, I
would suggest looking through the ACS College Guide which lists both
the Professors and their areas of interest. It is likely that if a 
Professor is studying the area, they will also teach a course or two
that have to do with the subject, which will enhance your undergraduate
education.
