Hi...Though fertilizer aids growth of plants it can actually inhibit seed 
germination and root formation on cuttings. Its actually the nitogen that 
is most reponsible.  It may be in part to the change in osmotics and also 
to inhibition of the "chemical precursors" responsible for root formation. 
So hold the fertilzer on new plants till they form their second leaf.  Mark
