Electricity was discovered, not invented, during the 18th Century. The political situation was a bit fluid; this was the height of the Enlightenment and the American and French Revolutions were not far off.
It was also a time in which amateur scientists could make contributions rivaling those of professionals. Because of the Enlightenment belief that scientific knowledge is the prototype for all human knowledge, many amateurs were in fact doing science and so science was both quite popular and in a state of flux.
For more information on the period, presented in an entertaining style, I recommend Geoffrey Sutton's Science for a Polite Society, particularly Chapter 8.
