Hi!

No, fish do not talk like whales do. Although whales kind of look like fish, they 
are mammals - like we are! - and are therefore much more intelligent than fish. 
Many mammals have some level of communication, including whales. One can argue 
that there is some level of communication in fish, because some fish sometimes 
form "schools". These are not like our schools but merely a collection of fish 
swimming together as a group. However, whale communication is much more advanced 
than anything among fish.
