Hello

Two questions about rotation and inertia:

1.)Is it possible to alter the inertia of a closed system for 
instance by using two counter rotating discs spinning at 
relativistic speed, would the inertia of the discs increase as 
their speed increases?

2.)If the answer to the first question is yes, Would the speed 
of such closed system ,in entirety, be altered as the inertia 
increases?
