Someone asked me this question on the Mad Scientist's Network two years ago: you should read their question and my response to it.

I also answered a similar question asked by a more advanced student last year; Here's my response.

The quick answer is that Europa has no atmosphere worth mentioning, but it might have liquid water beneath its icy surface which could make life possible.
