I don't think anyone has tried to look for 
just this type of tranmitter per se.  For one 
thing, it would be rather hard to know just where to look.  
Also, I'm a little unclear on
what a "galactic counterpart to a geostationary...satellite"
means.  However, there have been (and continue to be)
various "all sky surveys" which should catch any kind of
transmitter, IF it is strong enough in our direction.  The
most economical way to make a very strong transmitter is to
make it very, very directional.  Alas, this means that it
becomes pretty unlikely that we will be in the exact direction
it is pointed at just by chance.  You can find out more
