Well, I'm a little puzzled by this question. There are fans inside of
desktop computers and fans that sit on desks. All desk fans that i am aware
of are powered by electricity (battery, AC, or even solar panels), as are
the fans inside a computer.

Fans are inside computers because the electricity moving through the many
circuits builds up heat. Too much heat and those circuits may be damaged.
