Greetings:

There are two reasons that hubcaps move relative to one another. First; 
during turns, all of the wheels of a car travel different distances so that 
after a few miles the wheels have rotated different amounts relative to one 
another. You can see this in the 4 different wheel tracks caused by a car 
sharply turning in mud or sand. Second, acceleration and braking forces 
cause the hubcaps and even the rubber tires to slip relative to the tire 
rim. Panic braking and low air pressure can increase this process and many 
rental car companies paint lines across the tire/rim interface to monitor 
this slipping.  On some hubcap designs you will notice that the valve stems 
become also become bent by this process.
