Hi Amy Hair growth begins when cells of the epidermal layer grow down into the dermis, to form a small tube called the hair follicle. Hair growth begins from a small, cap-shaped cluster of cells at the base of the follicle, called the hair papilla. As long as the cells in the papilla remain alive, new hair will replace any that is cut or plucked, although I suppose that regular plucking may lead to damage of the papilla, in which case the hair will not grow back. Also, frequent shaving or cutting does not make hair grow faster or become coarser, since the papillae are not affected. Best wishes Doc C-P
