Yes - you will have the same level of surge protection even when the surge 
suppressor switch is turned off. The reason for this is that almost all the 
surge protectors/suppressors use passive devices. When you turn off the switch, 
the live wire is disconnected, and only the Neutral wire (which does not carry 
any current) remains connected to your equipment.

But the actual amount of protection (whether turned on or off) depends on 
what type of surge suppressor you are using.
