That is a very interesting question which could be approached from several different disciplines. In dealing with weather, the net result would likely be less extremes in the weather. The current 23.5 degree tilt results in long periods during the winter without sunlight. This in turn makes the poles very cold while the poles are quite warm. The large difference in temperature between the poles and the equator fuels the process of weather. If the earth were only tilted 10 degrees, the poles would not become as cold as they do and the differences in temperature between the poles and equator would be less extreme. As a result, weather systems affecting the middle latitudes would tend to be less violent and the climate more mild.
