Nope. The problem is that the Earth has two main kinds of surface: ocean floor and continents. The difference in height between these two surfaces is about 5 kilometers, and there's just not enough water to cover it all. To cover the entire surface, the continents would have to be lower, or the oceans shallower.

Look at it this way: the tallest mountains are 8 km high. To cover them, we'd need about 4 billion cubic kilometers of water -- that's about three times the volume of today's oceans. That's a lot of water!
