OSHA standard 29 CFR 1910.106 (e) (6) (ii) specifies (requires)electrical 
bonding of nozzle and container when flammable liquids are being dispensed 
into containers.  I understand the importance of bonding a metal dispensing 
nozzle and a metal container together.  Can you help me understand why an 
electrical bond would be necessary for a metal nozzle to a plastic or 
non-metal container?  Thank you.
