Aimee, to give you a short answer.....no.  Sugar does not promote enhance 
or cause rusting.

To give you a short description of how rusting occurs, you have to have 4 
things for rusting to occur: an anode, a cathode, a metallic path and a 
solution that will conduct electricity (electrolyte).  Electricity (the 
flow of electrons) will go in a circle from the anode through the metallic 
path to the cathode and then be passed by the electrolyte back to the 
anode.  when the electrons leave the anode, it leaves behind a molecule 
that is missing an electron or two (cation).  This cation is the rust.  
And this cation reacts with its surrounding to form a stable molecule.
