As per my knowledge, a non diabetic person would not have continuosly raised blood sugar level at 250. We screen out diabetic patients from non-diabetic persons with the help of Glucose Tolerance Test which responds to rise in blood sugar level to glucose intake is tested. In non diabetic individuals the blood glucose level never rises above ~150. Glucose level in a non-diabetic person may rise above 250 for a short time if the person has ingested monosaccharides (i.e. normal sugar) to a large extent say 500gm at a time, but the observed rise in blood sugar will be very temporary and will soon be at normal level in the non-diabetic person. This does not happen in glucose tolerance test with a normal person as the amount of sugar intake is standardised to 50 to 100 gm for testing after meal sugar level. Regarding another metabolic disorder causing a rise in blood sugar level, they are rare and are unlikey the problem here. Hence one should firstly and foremostly assign person as diabetic if the blood glucose level is above 250.
