Sticking to basic definitions, weather radar is used to show where it is 
raining and a Doppler radar is a weather radar that can also show what the 
wind is doing.  It used to be that the US government had weather radars 
alone.  Now, they have been replaced with Doppler weather radars.  Some 
private weather firms may still have plain old weather radars but many of 
them have converted to Doppler as well.  In most cases, the terms Doppler 
radar and weather radar are now used interchangeably.
