We do not yet have the level of understanding that you want to know! In the years to come maybe we will obtain that level, but not yet!!
The theory of Quantum Electrodynamics does a very very good job of DESCRIBING THE RESULTS OF THE INTERACTIONS between electrons and photons, but does not say WHY or HOW the interactions occur. The Maxwell Equations likewise describe mathematically the interactions but do not say WHY or HOW they occur.
