Presumably because he didn't bother to comb it. I think this is one of those 
questions that is kinda neat but about which there isn't really any information 
at all (Albert Einstein being dead).

Einstein was known to be rather sloppy and eccentric in his personal habits, so 
not combing is at least an explanation that's consistent with what's known.
