The year 2000 will "begin" officially at any point along the International
Dateline in the Pacific Ocean. To the best of my knowledge, the first
country in which the New Year celebration will be held will be the
Kingdom of Tonga in the Polynesian
Islands, followed very closely by
Fiji.
