To my knowledge this is presently science fiction. That is not to say that it is not actually possible.
The nearest things to a "bomb laser" that I can think of would be a very powerful chemical laser or a magnetohydrodynamic rail gun. You can probably find some Web sites that deal with either of these subjects.
