A scientist at the U.S. Tainio Co., Ltd. suggests that in natural water 
the water molecules are linked with hydrogen ions,and this inpedes the 
absorption of oxygen from air into water. He developed a device to create 
an alternative electrostatic field in water to cause vibration of the 
molecules and break the link between water molecules and hydrogen ions. He 
has convinced this will enhance aeration that is a key process in 
biological treatment of wastewaters and rehabilitation of polluted surface 
waters such as rivers and lakes. But field tests have not reached an 
affirmative result. Is his idea correct?
