This sounds very strange. In a sense, the periodic table IS a "monatomic"
periodic table, in that it gives properties of atoms as well as of the
bulk elements. The only elements which exist monatomically in any phase
are the Noble Gases (Group 18) and Mercury -- at least to my knowledge.

Other than that, I don't have a clue what you mean by "a monatomic periodic
table," but the way you put this it sounds like a typical conspiracy theory.
