No, at least not yet. Actually, a related question has already been answered and is available at http://www.madsci.org/posts/archives/oct99/939644636.Ph.r.html Generally, weapons are developed as needed and as yet no one has been motivated to create either 'solar weapons' or weapons on the scale of supernovae. There is a web page on supernovae research at a national laboratory, http://www.llnl.gov/str/Springer.html but, even in this instance, understanding the physics of supernovae is a far more significant motivator than the development of supernovae-scale weapons.
