The answer is yes.  Just figure out a way to have the wheel rotate a small 
DC motor.  It will act as a generator and you can do silly things like run 
a fan to keep the hardworking hamster cool.  The motor operating the fan 
would be the same as the motor acting as generator.


Static electricity would not come into it because that is a different 
mindset involving thousands of volts and almost no current.
