A very specific question! Unfortunately, I am not an expert on this 
particular part of chemical history. However, I do subscribe to a list
server for the History of Chemistry: 


I put the question out to the list and the only reply I got was as follows:

I know quite a lot about the rubber industry and the only Collins that
comes across my radar is A M Collins who developed neoprene with Carothers.
Is your Collins American or British?

Is there a connection to the street name? Possibly. County or state records
list all of the names of streets and who they were named for/why they were
named. A local inquiry should be able to tell you. As to the Collins, it
could be the same one although neoprene and vulcanization are fairly
disparate topics. However, industrial research does take interesting turns.
