Subject: Can a stream of photons carry electro motive force or a magnetic field

I have a theory for making a practicable tractor beam.  I have read in 
Britannica that photons are thought to carry "the electro magnetic field."
I wonder whether a stream like a laser beam comprised of photons can 
further be imposed on to carry a tunable magnetic field.
