Water ice (solid H2O) is not magnetic. However, the lowest energy state (called the ground state) of ice at low pressure is ferroelectric. In equilibrium, the phase transition from ordinary ice to ferroelectric ice occurs at about 80 degrees Kelvin (as I recall). However, because atomic diffusion is so slow at such low temperatures, it is very difficult to make this transition occur in the laboratory.
