Subject: How can I create a stream of plasma at ambient pressure, that glows?

I am looking at creating a nifty visual effect, maybe a welder type 
apparatus, using a gas (CO2?) or other material. I would really like to 
make a long stream that could be used as a lightsabre type device, but 
perhaps as an ignitor for a ramjet project I have been working on. (as
