Eliminating paper wasps depends on your personal sense of aesthetics.  
Hosing down their nests from a goodly distance when they first start to 
build will work.  You can't get much more ecological than that (unless 
your water comes from Hetch Hechy reservoir).

If you have an odd sense of humor and neighbors, note that the attack 
pheromone of the yellowjacket wasp is N-isoamylacetamide, Industrial
