Environmental scientists here in the US generally use a process called a risk assessment to determine potential impacts to humans and the enviroment from chemical contamination. Another process called a Environmental Impact Statement is often used by other agencies to determine potential harmful effects/or benefits from construction/deconstruction of "urban improvements". More information on what "deindustrialization" entails would assist me in pointing you in the right direction.
