I would like to submit a relatively simple science experiment proposal.  
But I am not a scientist.  Where do I go?  What do I do?  I have researched 
the subject and found lot so backup the experiment has not been tried but 
it is very simple and should be tried.  Not just my opinion, I now have 
votes from many that they agree and it should be tried, and a website up on 
the subject.  I have found places you can apply for grants and research 
money ect.  I am not interested in applying for a grant, just asking 
science to do a simple test.  What should I do.
